Using a white, matte eye pencil (try MAC Eye Kohl in Fascinating, $13.50) line your lower lash line starting at your inner corners by creating a small "v" shape and lining across the lash line. Trace around the outside edge of the white liner with a black liquid or gel liner (try Smashbox Jet Set Waterproof Eyeliner in Black, $22), using a fine liner brush.
