GOES ON SMOOTH, BUT SMUDGES

I was apprehensive about spending $16 for an eyeliner pencil, but I had gotten a 'mini pencil' in black in my allure beauty box and I really love how it goes on, very smooth, no pulling or tugging on my eyelids, it just glides right on.. but it smudges if you don't put a layer of powder over it....
