This eyeliner does dry matte but it takes a while to dry. In the meantime, it is super liquidy and runny and doesn't set fast enough so it would transfer everywhere if I don't keep my eyes slightly open. The tip is also flimsy because it's not a felt tip. It's a brush tip with longer bristles so...
