I'll be showing you how to create the blackout eyes technique.

First, prime the eyelid with a dark cream eyeshadow base using a flat brush. Apply all over the lid nice and even. Apply the black eyeshadow to the lid and the crease area. You want to pat it down with your makeup brush so that the eyeshadow doesn't get all over the place.

Then, you apply the eyeliner on the top and the bottom of the eyes. You can use a pencil or you can use cream eyeliner. In this case, I will be using cream eyeliner. Line the inner rim carefully to give it a more dramatic effect.

Take your angled makeup brush and put more eyeshadow on the bottom. Then you curl the eyelashes using an eyelash curler. You finish the look by applying mascara; apply mascara on the bottom of the lashes also.

And that's how you do the smoky eye makeup look.

To be frank, it didnt feel like smoky eyes rather a makeup for halloween. Smoky eyes is a art by itself

Doesn't really look like a smokey eye, more just like a lot of black shadow on the lid. I get its a "blackout" smokey eye, but maybe using some grays and transitioning into black would look a lot better.
